The natural phenomenon brings strong wind and tremendous rain so whole city may be submerged in some case; regardless of strong country or not, men are inactive against the tremendous power of nature.
For Korean Peninsular is geographically situated on the route that typhoons tend to pass through, it affected a lot (sometimes very seriously) to nation's farming before 1980.

But it is hard to put blame on their knowledge and devices for the mistakes. Since there is a force that controls the weather, the force that KMA refuses to understand is from the Victor Christ.
